A major com­po­nent of the New Orleans reforms was turn­ing schools over to char­ter man­age­ment orga­ni­za­tions (CMOs). Do stu­dents seem to learn more in char­ter schools com­pared with oth­ers? What do we com­pare char­ter schools to in a city where almost all pub­licly fund­ed schools are charters?
