What does the col­lec­tion of evi­dence say about the aver­age effects of the reforms on stu­dent out­comes? How con­fi­dent can we be about the effects giv­en all that changed after the hur­ri­cane? How might dif­fer­ent groups inter­pret the evi­dence in dif­fer­ent ways? How do these find­ings com­pare with oth­er types of edu­ca­tion­al policies?
