Whitney Ruble, a PhD student in Tulane’s economics program, was named the winner of the Thomas B. Fordham Institute prize at the 3rd Annual International School Choice & Reform Conference in Fort Lauderdale, FL. Her paper, “What Factors Are Involved in Decisions About Opening and Closing Schools?
