Susan B. King Professor of Public Policy, Sanford School of Public Policy, Duke University

Helen F. Ladd is the Susan B. King Professor of Public Policy Studies and professor of economics at Duke University’s Sanford School of Public Policy. She edited Holding Schools Accountable: Performance Based Reform in Education (Brookings 1996) and was co-chair of a National Academy of Sciences Committee on Education Finance from 1996-99. She is co-editor of The Handbook of Research on Educational Finance and Policy (Routledge, first edition, 2008 and second edition 2015),the author of many articles on U.S. education policy, and the co-author of books on school choice in New Zealand and school reform in post-apartheid South Africa. She is a past president of the Association for Public Policy Analysis and Management and a member of the National Academy of Education.
